please i try to activate Shipping by weight plugin - i set default weight in my store to be grams - and now i try to configure it for specific country  
01.  store = *
02. Warehouse = *
03. country = Kuwait
04. state = *
05. zip = null
06. shipping mode: i have select it
07. Order weight from: 0 grams
08. Order weight to: 500 grams
09. Additional fixed cost: 13 USD

now i need to make it work for each extra 500 weight in the same country so what settings i must set like "Rate per weight unit" or "Charge percentage"

Hi,

Rate per weight unit is used to calculate cost for each gram in your case. In you want to charge for extra 500 grams you need to create few records - 0 to 500gram (i.e 13 usd), 501 - 1000 gram (26 usd), 1001 - 1500 (39 usd) etc. Is it enough for you?
