I Need To Add a new element to one topic(Page) for the admin to fill

like the following :
I need to add file upload to upload media to the topic(page) "MobileHomePage"
Can Someone help me?

If you want to add a new media to the topic page, please go to Admin panel -> Content Management -> Topics (page), and find the specified topic. When you open it, you
will see a "Media" button to upload files.
